With the computer on and BiblioWeb running, the only browser with which I can access the BiblioWeb-served database is the browser on my own computer. I cannot access the database via browsers on other computers. I thought it was because I was trying to serve the database from my home PC, which could have security settings for home users, but the same thing is happening on the virtual private server I'm trying to use to host BiblioWeb & the database. Please advise.

If you run it at home, it is likely your home PC is behinde the firewall of your router. You need to setup the firewall to direct traffice at port 80 (or other port that is used by BiblioWeb) to the machine where BiblioWeb is running. I am not familiar with virtual private server. You need to ask its admin about what IP to use and make sure the port BiblioWeb uses is opened in their setup.
