Changing date format of Date_Pub field

The Date_pub field is in US date format, and I'm trying to change it to ISO (yyyy-mm-dd). I can't see anything in the options, so I tried running dbsys.exe. It doesn't seem to open a database (I'm running Win 7). Any suggestions for how to handle this?

The date display format is

The date display format is decided by the Windows Control panel setting. It is under "Regional and Language ..." tab.

That's what I thought, but

Thanks, Paul. It turned out that the Windows date format was set correctly, but that somehow it wasn't propagating the format properly. In the Regional setting I changed the short date format to another format, clicked "Apply", set it back to the ISO date format, clicked "Apply" again, and this time Biblioscape displayed it correctly.
